I lost all of my identification. My social security card my birth certificate and picture i.d. how can I obtain these documents with no proof of who I am please help me I do have a lease in my name because I do live with a roommate?

I am helping a friend get his birth certificate. He has his Social Security number only. All his other identification was stolen or lost. He needs a Birth Certificate to get his ID, so he can get on a bus and join a family who is going to help him get a fresh start. In the requirements, I do not see that a SS number will help.
