Its open for public and in person everyday but just for emergency certificates bring yourself any proof that you need a certificate asp . Like any email or letter from any place that you need I'd or medicaid insurance or to get vaccinatioin for job or any medical reason or to make I'd to get social Security card like in my case I need it for my son and because I show them the call I got from the school, on my cellphone they did let me in. , you can use like a email from job asking you to get vaccination obvious you will need certificate like for insurance I'd is a medical reason if I'd is lost no one can be without identity proof that is the law you can get arrested so that should be consider a emergency reason if you can get any office to give you a letter or send you a email just show it there you will be able to go in also for death certificate if needed or any of their services just bring any proof .Don't bring cash only M.O or card to pay.
