Depends. Some groups negotiate lower fees. Ask your company or group.
That will depend on if the organization that is putting the conference on has negotiated rates with the hotel. My company does our user group events there and we get a discounted rate on a block of rooms. I would ask either the hotel desk or the event host.
You will need to ask your organization, when we have gone we have just used our Hilton points for a discount.
