The Historic Site does not sell beach driving permits. You need to contact the Fort Fisher State Recreation Area. They are the beach access in the area.
Im pretty sure the gaurd shack right there by the gate sales passes.
The town hall sells them.
Go to the town hall of kure or Carolina Beach..
