The Historic Site does not sell beach driving permits. You need to contact the Fort Fisher State Recreation Area. They are the beach access in the area.

According to their website, a day pass is $20 weekday $30 weekend. An annual pass is $75ind $125 family. There's no annual fee that I could find. https://www.ncparks.gov/fort-fisher-state-recreation-area/feesfaqsrules
