I would ask the proper authorities. Most wetlands are protected and generally people are asked to refrain from entering the wetland areas.

Im sure you could forage as you go along the trails etc... That being said..Im sure a local BLM or Federal Ranger would go ballistic if they witnessed it¡ Lol
