If you are looking for "fall views", then yes. First week of November is when the leaves are in full autumn colors.
Greg's answer is way too simplistic. Depending on what you're up for and your preferences, you can salvage a good time, maybe even better, at that time. Here's what I got off the park's website: "Shenandoah National Park is always open. However, portions of Skyline Drive, the only public road through the park, are periodically closed during inclement weather and at night during deer hunting season (mid-November through early January). Visitors may still enter the park on foot to hike even when the drive is closed. Most facilities in the park, including visitor centers, lodging and dining, campgrounds, and picnic grounds begin opening in March and close by late November. Check Alerts for Skyline Drive closures and other conditions that could impact your planning".
probably not. They do close the park when the snows get going.
