There are a lot of tourist scammers like Segway and duck tours. What do they do to protect locals?

I'm not sure a general classification of all Segway and duck tour operators as scammers is necessarily true, however this location is a proper tourist information center, and they book tours through thier own payment provider so I assume you would be covered. Although I can't see them selling fake tours as they seem to know what they are doing and the tours they book usually start in the building anyway.

I don't understand how they could scam you, you walk in use the restrooms, maybe buy a souvenir, or drink, pick up pamphlets, and pay for the bus tour, if you want.
