I would try talking with them first before doing anything and give them a warning because as far as you know they might not even realize there are being so loud. It's tough being on a upper apartment, you are nervous to even walk around bc it seems so loud and you don't want to disrespect the people below you as anyone knows who's ever lived on the upper story in apartment complex.. So I would give them a chance before complaining to anyone..
