Yes you can fish there. There is also another lake in the park called Mack Mesa open for fishing.

Yes you can fish in both Highline and Mack Mesa. They both have limits on bass and I believe regular state limit on trout. I havent seen pan fish there, but have heard they are there. Catfishing is good too.
