They do not. Contact you local police department through non-emergency services as a public distubance/nuisance. If the believe the animals are not being treated well, the will involve SPCA. Otherwise they will give the owners a warning. A Second visit will result in a citation.
The spca can check to be sure the dogs are licensed and are properly being cared for (food, water, shelter). Local police handle the barking, nuisance issue.
