I'm not sure about the endorsement. However I do know that if you don't have an appointment they'll make you wait until their not busy or they have an open spot. I was there a week ago, waited but not too long. 😉 Have a good day!!
You shouldn't need an appointment, i went in and got my license without an appointment. But idk if this is the one to do it at.
