I'm from Fargo North Dakota, first get your license changed ( make appointment ). Then get your emissions checked after that you need to transfer your car insurance to Colorado, then make appointment to get your license and registration changed. Car insurance is double here so be prepared for that.
That's a county thing not a state thing.
