I sold my old car before I bought my Model 3 and brought my licence plate with me. You just let them know before you go for pickup so they can prepare the appropriate paperwork.
Yes you can, you will need the registration from the old car also. I had to bring the plate and registration when I swapped it to the tesla on pickup
