What are signs of abuse ? I live in an apartment and I can hear noises in a different apartment but not see. Every once in a while I can hear a dog crying and wheezing at random times. Last night it happened again banging and crying at the same time

I would make a complaint to 311. They can take a report and possibly follow up.

Forming assumptions is never a good thing. Ass-u-me. If you are worried about the noise or you are bothered by it file a noise complaint with your apartment. Unless you actually see abuse happen or see the dog being mishandled in any way, a false accusation against your neighbor would probably not do any good. Voice your discomfort to your apartment and keep an eye on the dog whenever you see it.

You might report to your apartment and local police or animal control. It sounds suspicious and while you can't do anything, one of them might be able to do an animal welfare check
