Everything you need to pay is at the gate and they give you a map of the park when you are at the gate as well.

So when my buddies and I went we parked here (Fairwood Rd, Mouth of Wilson, VA 24363) it was about a six or seven mile hike to Mt. Rodgers. We parked overnight and had no issues. And it is on a pretty well traveled area plus it is easy to get to.
