I'm not sure about FREE but the City of San Antonio Animal Care Services on 4710 State Highway 151 has beautiful animals looking for a good home. They have deals going on till the end of this month with low cost. I paid $21 for the adoption fee and I walked away with a beautiful puppy. Hopes that helps!
