To walk around the Riverwalk is free. The sightseeing boats cost about $14 per person.
The river walk is free you will have to pay for parking though. And if you want to ride the tour boats that's like $13.50 per adult

It's free to access all parts of the riverwalk however you have to pay to park just about everywhere downtown. If you are driving in then I recommend parking at the rivercenter mall parking lot which is right at the riverwalk and within walking distance of most attractions like the Alamo, Hemisphere Tower, etc.
