Only on animals that they put up for adoption. No one else does it for free. For lowest cost vaccinations and registrations, I suggest your county animal control. It's a one stop deal for both. I suggest the Maxfund Clinic or Pet-Aid Veterinary Hospital for low cost or income based spay/neuter.
