For Thrifty I think you have to have some sort of travel itenary like a roundtrip flight or train ticket because when I first rented a car from them I wanted to only use my debit card but they said I needed a major credit card for the security hold but at the end of the rental I could use my debit card for payment. Payless rental allows you to rent a vehicle with a debit card however the security hold amount is higher. Also check with Enterprise. I was able to rent a car there with just a debit card but that was back in 2010. If all else fails you can download the TURO app and rent a car. It's basically regular people looking to make extra money by renting their own vehicles out without the need of a credit card or a security deposit. Hope this helps..
