I had this problem as well and Googled Ikea and then my local area code, which is the area code of the local store. Voila. My search results turned up the number of the local store. When I called the number and pressed 0, I got a human being! What a concept!
Try using a landline. Every time I tried calling using my mobile it sent me to the automated message. But the landline worked the first time.

The Pittsburgh location does not have in store customer service answering machines. So you call the regular number and then they transfer you to the respective store/department.
I’ve got no luck calling the 1888 number on their website. It’s busy. I’ve tried multiple times. There’s no alternate number
