So does it work? Some reviews seem to point out unreasonable billing for power use in an efficient apt. How are you responsible for consumption prior to move in day?

Students are required to pay for electricity starting from August 1st no matter when you actually get the keys. There is definitely no miscommunication or confusion involved in the matter because we have complained about the issue one-on-one and face-to-face with the management several times. Their reasoning is that everyone's lease starts from August 1st, and the apartments are reserved for us starting that date no matter whether we have moved in, so we are responsible for the power consumption regardless. However, even if this reasoning is acceptable, the electrical charges during the period before move-in is ridiculously high for an empty apartment, (385KWh for 20days for an empty 1b1b), not even need to mention the "passive building" thing. And in contrary to the other answer, you can always view the detailed bill at any time from the online portal where you pay for the electricity.

The apartments are very efficient and I have found billing to be reasonable, but you need to ask for the detailed bill, otherwise they will not send it to you. They never charged me for use before I moved. You just need to be engaged and don't assume everything will work fine.
