A great residential building for Cornell tech students and faculty. As a former student from CT, I would say the view here would probably be the best I had in my life. The concierge is super friendly, and the amenities are also ok give the price. Despite the fact that the management is a little hard to reach and slow on returning security deposit, here is still a good place to live especially for on-campus students!

Pro's: - Great, supportive concierge and maintenance staff. - It is located right on campus, so very convenient for students and faculty. - Close to unbeatable views of Manhattan. - Roosevelt Island is pretty quiet. - Fast internet. Con's: - You technically are not a tenant due to the "license agreement" between residents and the House mgmt. So your rights are not the same as normal NYC apartment residents. - Roosevelt Island is pretty quiet. - Not sure what Mgmt does aside from telling residents they cannot do this or that. Mgmt could be more active in organizing resident events, as it would have been a great way to meet PhDs and resident faculty.

There is a constant hum but it is not loud. Windows are pretty thick. Sometimes loud motorcycles or ambulances cross by and you can hear them.
He A/C and heat situation has been resolved. The House is not fully occupied because it has double the capacity of current number of students. There are lots of other housing options, use StreetEasy or Craigslist and look in Roosevelt Island, LIC or UES.
Students are required to pay for electricity starting from August 1st no matter when you actually get the keys. There is definitely no miscommunication or confusion involved in the matter because we have complained about the issue one-on-one and face-to-face with the management several times. Their reasoning is that everyone's lease starts from August 1st, and the apartments are reserved for us starting that date no matter whether we have moved in, so we are responsible for the power consumption regardless. However, even if this reasoning is acceptable, the electrical charges during the period before move-in is ridiculously high for an empty apartment, (385KWh for 20days for an empty 1b1b), not even need to mention the "passive building" thing. And in contrary to the other answer, you can always view the detailed bill at any time from the online portal where you pay for the electricity.
