yes, you have to make reservations for the five sixty restaurant, but not the tower itself.

Yes! I would make it several days in advance to ensure you get a table, especially on the weekend! We flew to Dallas for the weekend not knowing this and only got a table due to a cancellation. We were very lucky to get it!
