I was told there are several types of tickets/packages for purchase. You can go anytime or buy the day/night tickets or Trolley package therefore you can view the daytime scenery, then visit some of the nearby landmarks. Later, return 30 minutes before sunset and watch the city lights highlight the famous Dallas skyline. General admission is good for one visit same day. Try Groupon for discounts.

In the evening when you can see both in daylight and night light. Seeing the night light is superb
With a ticket you can enter any time. Seconding the sunset recommendation. Daytime view is fun on a clear day because you can see clear across the Trinity River. Night view is gorgeous with all the lights. Sunset is absolutely stunning and you get the best of both!
