I am travelling from USA to india holding an indian passport. I have one stop at franfurt for about 3 hrs and i dont want to go out of airport. I am holding an F1 student visa. My question is, DO I NEED A TRANSIT VISA?

No u dont need a visa as long as u dont want to leave the airport.
