Are the apartments based on income and are any of the utilities paid? Thank you.

They require at least 2.5x rent income to qualify. Utilities are not included. You pay a flat monthly rate based on number of adult occupants for water/sewer/trash combined, and you pay Owen Electric separately each month based on your usage.
