If you would like a guided tour, you can call ahead or just go to the visitor's center whenever you arrive. They are free. You are also able to look around without a tour guide, but to get into certain areas, like the basement to see the earthquake platforms, you need to be accompanied.
Both. There is a tour. I'm not for sure if you have to pay for it or not. If you don't want to do the tour you could always do your own tour
