Imposing building. It's great that you can also go inside and without paying an entrance fee. The Capitol is super tidy and clean. Only the ceiling paintings and frescoes look more like "painting by numbers" than art to a European who has visited Rome, Trier, Munich, Lisbon, Valencia and other cities. Regardless, still worth seeing.

You can just walk in, but their free guided tours start every hour and they're very informational. They'll give you the history behind everything and every room. Definitely recommend the guided tour
There are tours available, I've done them and they are really interesting. Also, yes, they are free I'm pretty sure they start at about 9
Yes you can bring your kids. They actually have a tour guy, the tour goes on the hour all day. But you can wonder around without the official tour. Its a great place to see.

Yes, you can absolutely come with a stroller. Plenty of parking is usually available on the East side of the building and the entrance inside is on that side too between two lion statues. There are two sets of elevators inside that go to all four floors of the building.

What? This is the Utah State Capitol Building. This is NOT the bountiful.
I don't think so, but there may be one at the memorial park nearby.
If you would like a guided tour, you can call ahead or just go to the visitor's center whenever you arrive. They are free. You are also able to look around without a tour guide, but to get into certain areas, like the basement to see the earthquake platforms, you need to be accompanied.
