Yes you can bring your kids. They actually have a tour guy, the tour goes on the hour all day. But you can wonder around without the official tour. Its a great place to see.

Yes, its a public building. Some rooms and areas in use won't be open, of course.

Yes, you don't have to be on/in an official tour to wander around. Great place to bring your kids too. A historical place built somewhere around 1916 or so, but it has been renovated. Great exhibits to check out!

I have been there many times and have been able to roam around. But there are certain rooms and areas you can't go to. The tour is kinda cool, oh get to learn about a lot of the history about the building and the state!
