No. Call on 3/7 as told. You will want to do it first thing in the morning for short wait times. They will then give you an appointment to come in to the Agency to receive your passport in person. Whatever day that your select the appointment expect to be there the entire day. They will only eat the appointment 1-3 business days before your travel. You will need to provide airline confirmation to show you have ticket on said day of travel.
