Yes, pretty much anyone can get a second valid passport. In fact, it's a very useful thing to have — if you misplace your first passport or you need to get visas to different countries and don't have time to wait, your second passport will come very handy. It's issued only for 4 years however, and you would need to go through the "acceptance agent" at the post office or a local courthouse, just like with getting a new US passport.

Yes, there are 26 Passport Offices in the continental US (and it's territories, like San Juan, PR), and officially they do have a policy allowing you to get your passport issued same-day if you have urgent travel (isn't it always the case) in the next 3 bus. days, or if someone died in the family. But in real life, this is what happens, when you try to use this advertised service: 1. You dial their advertised number 1-877-487-2778. You go through the maze of prompts and then simply get cut off. 2. You try again and again and oh Gods!!! miraculously you get a real person. You feel as if your prayers have been answered only to find out that the next available "emergency" appointment is in Honolulu in 3 days. Or San Juan, tomorrow. And we're not making those cities up, they actually do get offered more often then not. Provided that you live in a city with with the Passport Office, to get an appointment in your city is like winning a lottery with odds of 1 to 100.
No, you can still renew your expired passport. You have 15 years from the date it expires for a renewal. After that you would need to go through a procedure for a new passport application.
