It's height-based, not age based. Under 36"/3ft, they really can't do anything besides the playground (why they're free). Between 36 and 42 inches, they can go on rides with an adult, and over 42", they can do pretty much what they want. The Diggerland website has a full list of rides and height requirements.

The requirements are based on height not weight. To be able to go on some rides besides the playground the are required to be at least 36 in. and the accompaniment of an adult. Above 42in. They can go into any ride.

They go by height and estimated weight. They are good to go and adults can help smallee kids.
