Receptionist are busy much of the day. They truly want to be their to help everyone. Aside from phone duty and greeting people, they clean public areas, clean bathrooms, take in donations. Schedule appointments and call to reschedule appointments that are missed by people that can't be bothered to show up. They chip the animal's they assist other shelter teams when there is a man power shortage. The run errands and go to lunch. People should visit a shelter and observe what goes on. The kennel cleaning will discuss 95% of people and they do this work close to minimum wage.
I can never get anyone on the phone as well you just got to keep trying or hope that they call you back.
