I spoke to a supervisor regarding sending a boxes COD! The supervisor charge 5.80 to pick up four boxes and stated the driver will have labels and I would be able to ship boxes COD. The boxes was delivered and the bill came to me! They lied!

Good day! I'll just want to us if it is necessary to pay the local fees when the packages is already enroute here in the Philippines and they said the custom here in the Philippines is hold my package because i need to pay first the local fees which is 6k before they delivered it to my address. I just curious if it is a scam or not. Cause what i know is when someone send a package, the charges of that packages is shoulder already by the sender not the receiver. The UPS message to my sender that i need to fee in hurry the local fee and they said also they wasting their time.Thank you.Please help me with this problem.
