I am presuming you are asking about a rental that did not start at Newark. In that case, 'it depends'. Your contract rate may or may not include a one-way drop without fees. Too many variables to discuss here. As suggested by someone else already, best thing to do is call the Hertz 800 number and ask them.
As long as the car is clean and it's dropped with the time they are open, you should be fine. No fee.
You have to call the 1800 give them your rental agreement number and make sure you pay extra for drop off
