My passport is still valid ,got it in 2017. Do I need to apply for an epassport or can I do that when my old one expires.Will I be allowed back in the country with the old one. I am travelling in July.

Yes you will need to apply for an epassport. You can still use your current passport. In the future you will need to get the new epassport when the Kenya govt starts the process for diaspora epassports.
