I did the opposite last week, went from two people on the auto title to one, and I had to get a DC DMV power of attorney document to authorize it. There was no notary required and I got the document from the DMV facility. Not sure if it’ll be the same process for you, but it did work for me.
I've been to the DMV the Rhode Island Avenue Service Center 4 times and got the same negative results each time I couldn't get my license renewed because each time I needed some different information to bring into the center and now traffic violations from 5 years ago that I have no knowledge of.
