If you're bringing something to the hearing, you would need to bring perhaps a letter from your employer or pay stubs or something that shows that you are a legitimate reason to be there. But if you are in residential parking, then that may not be enough to defeat the ticket

If you are asking how to apply for a regular identification card then you have to either go online to dc.gov and use their make appointment tool or call 311 also their is a list on their website of what you are going to need to bring with you to your appointment.
