Someone called me and said that I was randomly selected to receive a grant for 9,000.00 from the U.S. Treasury Department and all I have to do is purchase a certain card at Wal-Mart for 199.00 to receive the money. Is this a scam?

I live in Atchison KS and I received a call like that. I talked to three foreign people and one American woman. Dealt with Education, three categories: Health, Business, Education. I was told by the first person to go get a "Steam Card for for $199.00". Jut out of curiosity, I went and found out this is a game card. Walmart employ said it was a scam.
