Yeah have a family member do it, that wouldn't be egregious fraud.
I think you have to visit, but i maybe wrong so ask one of your family member to go and see how the matter been treated and then you know where you stand.
I don't think they have that kind of service. You can probably call the passport office directly and see if you can have a family member do it.
