Yes, the trail on north mountain leading up to the towers is paved. It is almost one mile up but steep to push a stroller. You would have to park in the small lot directly off of 7th street to avoid any dirt trail. Great work out but is set to close on the 22nd of January.
There's a "nature walk" at 7th Street and Peoria that is smooth concrete. That's wheelchair and stroller accessible. The road up to the towers on the north side is being closed for repairs on the towers. Plenty of paved walking places that are not step and are smooth enough for wheels.
I found all the Phoenix Mountains easy to navigate with a small child. The best mode of transportation before they are old enough to walk on their own, is by using a light aluminum backpack frame made specifically for carrying small children. My son climbed Piestuawa Peak unassisted at age 2 yrs & 11 months. He chose to climb Camelback Mountain without help at age 3 yrs & 2 months. He is 36 yrs old now & a prolific climber of mountains & rocks. I suggest taking children early in their lives if you want to avoid having couch potato kids. Our great outdoors all around & in the middle of our highly populated city is enjoyment your children will never forget. Best thing I ever did while my son....ALONE!
Paved all the way , trailhead off of west side of 7th St south bound North of Peoria.... little parking lot , go at off hours 10am to 2pm.
7th street trailhead, paved all the way to the radio masts, great for night hikes. Stroller friendly, but bring a flash/head light if its dark.

Yes, the tower path on the far north side is completely paved. It has a separate entrance
Not really the best place considering all the parks available in the area
The asphalt one has a very small parking lot. Though, you can get to it from the larger lot from a pretty short, moderately steep dirt trail.
There are several different trails. There is one off of 7th street that is asphalt.
