Yes, the trail on north mountain leading up to the towers is paved. It is almost one mile up but steep to push a stroller. You would have to park in the small lot directly off of 7th street to avoid any dirt trail. Great work out but is set to close on the 22nd of January.

There are tons of trails for all levels. Very easy walking trail. Not paved but easy.
As of October 2019 it is still closed.
You can see the progress from other trails. Very slooowww progress. I think it is being paved with gold or maybe they added a moving sidewalk. That would explain the time it has taken.

It is closed. We talked to the park ranger onsite early January and he said it's going to be closed for a full year due to construction to the road
I think so, but check the maps from the Ranger station because they are doing construction on the main paved trail.

There are trailhead in the neighbourhood that are not monitored but you have to park on the street

The trail not open yet. But there is a way to get up. trail 44, little challenging but it's worth it.
The paved trail directly off of 7th Street is still closed until June I believe. The other trail that leads up has recently reopened.

There is a visitors center and extra parking on the North end of the the mountain. I would stop in there to voice your concern about the trash and homeless population. I personally had not heard anything about a cleanup being organized but maybe with your input to the visitor center it may spark something to get one started. Thank you for voicing a concern, it is a great place to hike and we want to keep it that way :-)

There is no pool nor any plans to build one that I'm aware of (it's a nature preserve so probably will never be one there).
Yes you can still get to the top from the south side trail from the parking area. The paved part is completely closed.

The signs i believe say until sunset. I assume you can still use the trail, if the parking area is opened or if you get dropped off or park elsewhere. Take flashlight and be careful Happy trails!
You can park at the base of the mountain in the North Mtn Park area, lots of hiking trails from there!
