You cannot go into the canyon with dogs. You can take the trail east of the parking.
No dogs on the waterton canyon trail, its the only part of the Colorado Trail that's not dog friendly, there are alternative trail head for dogs if you are interested in the Colorado Trail
You can walk east from the Canyon along the High Line, but not west into the canyon with dogs.
