Yes they do have unusual and enormous waiting time
You are not the only one who has that complaint. They supposedly been updating their system since forever. They also tell you to be in line by 7am to get a good chance to be seen. But in the end, being seen by a case worker is not guaranteed. Since they are updating the system they should also update the staff with people who actually want to work and/or who know what they are doing.
