If you go to office maybe depends on situation.
I had a situation with my son. I had to take him to the ER, and had no insurance. The staff at Children's Memorial Hospital (when they were still on Halsted Ave.) were helpful in that situation. They even gave me an All Kids application. I filled it out and had answered "yes" in regards to me having medical bills. The medical bills were taken care of.
If you have a medical emergency just go to the emergency room. When you apply for a medical card tell them, and write on the application anywhere, that you have medical bills and you need it backdated three months. If you don't have it written down on the application they won't do it. You can apply online but I would recommend you just apply for medical only and make a note in the note section that it is an emergency and you have a medical hardship. Best to apply at an office but arrive one hour before opening to get through the quickest way. Yes, I said that right.
