I second that last post. I believe they open by 8. The earlier you call the better. Be prepared to wait. They take your call in the order it comes in. It'll tell you what number in line you are.
They never answer the phones, in order to make an appointment you must go in to see someone, be sure to go early and be prepared to wait at least an hour or two. If you arrive around 10am you might not get in to see anyone and you'll have to come back. If possible its best to pick up paperwork, fill it out then drop it off in the drop off box.
