Can you touch the animals

No you can't. The closest you can get is by making a Safari dining experience reservation. You will get to eat and then ride around on property with a zookeeper and get all kinds of awesome trivia and info on all the aninals.

No. But there is a small petting zoo if you take Rafiki's Planet Watch train. They have goats there, maybe sheep as well. Touching the wild animals is not allowed.
