Yes; while it is not a "Disney" hotel, it is on Disney property and you get to use magic hours at the parks as well as have the option to have your purchases sent to the hotel for next day pickup. Only a short 5 min walk to Disney springs
Actually, Rebecca is wrong! All of Hotel Plaza Blvd is Disney property. The although the hotels are privately owned by various companies. The West end of Hotel Plaza Blvd is where Disney Springs starts.

It is in Disney springs provides transportation to and from the Disney parks. It also provides magic hour coupons. There is a Disney store on site to buy magic bands but they do not work at this hotel. We enjoyed our stay for 6 days.
It is on Hotel Plaza Boulevard. So, technically it is on the property. It is not a hotel owned by Disney.
