Can DVC members without a room reservation access the lounge?

For most of the year they can, however there are certain times of the year where only DVC members staying at bay lake can access the lounge. The 2 times I know for sure are the nights when they are doing July 4th fireworks, and the nights when they do New Years fireworks.
