Amelia Island is open 24 hours a day but doesn't allow camping set up. There is no camp at this park but Fort Clinch to the north and Little Talbot to the south both have full camp grounds.
Go to the county web site. Camping is allowed on the beach except for in front of the resorts.
Both of those state parks are amazing.

I just asked the ranger if dogs are allowed on the beach and he said NO.
